46471187e4 More debuginfod tests fixes. 
Start server before setting environment variable.
	Specify tmpdir as the location of the server's
	database.
	Check additional server metrics at start-up.

678d457fb7 Fix potential problem with binutils debuginfod tests. 
* binutils/testsuite/binutils-all/debuginfod.exp:
	Replace set ::env with setenv.
