Simplify VLE handling in print_insn_powerpc().

opcodes/
	* ppc-dis.c (print_insn_powerpc) <insn_is_short>: Replace this...
	<insn_length>: ...with this.  Update usage.
	Remove duplicate call to *info->memory_error_func.
